Born, January 3, 1920, in Elbert, WV, he was the son of the late Mike and Elizabeth Schaeffer Paul.He was a resident of Filbert, WV. Since 1940 where he was a member of the United Methodist Church. He was a graduate of Big Creek High School; and served in the U.S. Navy during World War II. He retired from U.S. Steel with 42 years of service, where he served as a Gen. Mine Forman. He was Mayor of Gary from 1991 to 2001, he was a member of the Gary Lions Club where he served as a district governor from 1989-1990. He was a past Secretary-Treasurer of the McDowell County Redevelopment Authority, a past board member of the Solid Waste Authority and former member of the Advisory Board of Practical Nursing at the McDowell County Vo-Tech Center.
