"Elaine Matney, 73, died Thursday, May 18, 2000, in a Heartland of Charleston following a long illness.Born July 27, 1926, in Elkhorn City, KY, she was the daughter of the late James Harvey "Harve" Stiltner (1895-1979) and Delphia Slone-Stiltner (1904-1982).
She was preceded in death by her first husband, James "Lester" Bartley (1922-1977); her second husband, James S. Matney (1931-1994); a grandson, James "Bucky" Bartley (Deceased); and a sister, Eva Stiltner (1935-1935).
Survivors include a daughter, Debra Lynn Bartley-Griggs (1954-2017) of Matheny; two sons, Lester "Pete" Bartley (Deceased) and James "Buck" Bartley (Deceased), both of Matheny; two sisters, Joyce Stiltner-Belcher of Elkhorn City, KY, and Imogene Stiltner-Coleman (1930-2016) of Kenosha, WI; a brother, James E. "Nancy May Barber Steffey, 73, of Oceana, WV passed away in Beckley on Friday, March 24, 2017 after a
long illness. She was born on May 14, 1943 in Oceana, she was a daughter of the late Chilton Barber and
Sue Barber Browning. A lifelong resident of Oceana, Nancy was a 1961 graduate of Oceana High School and
was instrumental in planning several reunions for her classmates. A former employee of First Community
Bank in Oceana, she worked several years as a census data collector and also served as a poll clerk for city
and county elections. She was a member of Oceana Church of God. Survivors include her beloved son Barry
(Angie) of Oceana; two precious grandchildren Austin (Hannah) of Oceana and Cassie of Charleston; a
cherished great-granddaughter Brinn; a sister Judy (John) Blackwell of Beckley; two half sisters Pam
(Doug) Shelton of Jumping Branch and Shelia Dancy of Fredericksburg, VA; a special nephew and niece
Scott (Melissa) and Brooke Blackwell of Middletown, OH and Susan Blackwell Gregory with Chad, Abby
