"Thurman William “Toby” Belcher, 74, of Hemphill passed away Monday, April 26, 2021 at his home surrounded by his family."Born January 23, 1947 in Matewan, WV he was the son of the late Mary New Belcher. He was the owner and manager of Kermit Kars in Welch, and was a member of the Gary Pentecostal Holiness Church. He loved his friends and family and will be sadly missed by all who knew him.
"In addition to his mother he was preceded in death by his son Paul Dean Belcher, and a sister Ruby Riffe.
