"Frank was a coalminer for 26 years. He enjoyed going to the Pentecostal Holiness Church and praising the Lord. In addition to his parents, he was preceded in death by two sons Frank Hughes Jr. and Rex Allen Hughes; four brothers, Harold Junior Hughes, Roy Hughes, Billy Hughes and Jack Hughes; two sisters, Della May Hughes and Shirley Hughes.

He was a veteran of World War II, a member of UMWA Local Union No 6029 and the Elkhorn Regular Baptist Church, Belcher Mountain. Born in Welch, he was a son of the late Tobias and Lottie Scarberry Belcher. He was preceded in death by two brothers and three sisters.
