Born September 29, 1918 in McDowell County, WV he was the son of the late James (Jim) Blaine Payne and Nancy Katherine Dales Payne. He was a retired carpenter and the last surviving member of his immediate family."In addition to his parents he was preceded in death by his wife Mary Ellen Hatfield Payne; one son: James Willard Payne; one daughter: Connie Faye McKinney; three sisters: Mary Bell Davis, Edna Keen and Ethel Bales; two brothers: Reverend John D. Payne and Edgar Payne; three infant granddaughters: Stephanie Dawn Payne, Carolin Baker and Mary Althie Baker.

"Dianna Gayle Parks, 62, of Welch WV, died peacefully, Friday, August 7, 2015, at the home of her dear friend and caregiver.
"Dianna was born on September 26, 1952, in Logan WV, she was the younger daughter of Wiley V. "Tye" and Henrietta Parks. Dianna graduated from Concord College with a B.S. degree in Education majoring in Home Economics. While at Concord, she was a member and then served as president of the Omicron Chapter of Alpha Sigma Tau Sorority. She also earned a master's degree in administration from WV College of graduate studies. She made her home in War WV, and then in Welch WV. After several years of teaching home economics and vocational food service, she became food service director for McDowell County Schools and held this position until her retirement.
